Wouter Moonen focusses on public law and gained specific expertise in public procurement, concessions and public-private partnerships (PPP). In these matters he assists public entities as well as private companies. He has broad experience in, a.o., writing tender documents and decision-making, as well as assisting candidates in the compilation and submission of a tender or providing general advice and assistance throughout proceedings before the civil courts or the Council of State.

Furthermore, Wouter is experienced in the broader scope of public law, with a special focus on environmental law.

Wouter Moonen obtained his Master of Law degree in Leuven in 2008. He previously worked for the Council of State and the Office of the Commissioner General for Refugees and Stateless Persons. He joined Monard Law on 1 September 2011 and has since been admitted to the Bar of Hasselt.

Wouter is partner at Monard Law since 2020.
